The Health Information Director is responsible for managing the medical records department to ensure that patient health information is completed in a timely manner and available for continuity of care and other requests.

The Privacy Officer oversees all ongoing activities related to the development, implementation, maintenance of, and adherence to the organization’s policies and procedures covering the privacy of and access to patient health information in compliance with federal and state laws and the healthcare organization’s information privacy practices.

Job Description

  • Manage all functions of the medical record department including record completion, transcription, indexing, abstracting, coding, research, storage, filing, etc.
  • Participates in the development and maintenance of medical record policies and procedures.
  • Ensures compliance with medical records guidelines and completes medical record audits within established time frames.
  • Ensures timely turn around for medical record requests.
  • Ensures oversight of dictation services and timely filing of dictation in the medical record.
  • Ensures timely information exchange between the billing office.
  • Proactively interacts with staff and physicians regarding medical record documentation deficiencies.
  • Ensures staff remains in compliance with hospital and departmental policies and procedures.
  • Participates in development and implementation of hospital fire, disaster, utilities, security, medical equipment, evacuation plans on an as needed basis.
  • Reviews and promptly acts on reports and recommendations from regulatory and inspecting agencies.
  • Ensures ongoing review of hospital practices to maintain hospital licensure and/or accreditation.
  • Ensures participation in developing and providing oversight to the medical record department budgetary goals.
  • Performs employee performance evaluations in a timely manner and ensures all required paperwork is submitted to payroll in a timely manner.
  • Provides ongoing training for the medical record staff.
  • Conducts regularly scheduled staff meetings to facilitate good communication flow and problem identification.
  • Always maintains confidentiality.
  • Ensure staff attend mandatory in services.
  • When appropriate, communicate operational concerns and needs to the CFO.
  • Serves as a member of the Performance Improvement/Utilization Review Committee.
  • Participates in hospital/medical staff committee meetings as assigned.
  • Performs any additional duties assigned by Administration and/or designee.
  • Responsibility for 3M Coder management and compliance.
  • Oversees, directs, delivers, or ensures delivery of initial and privacy training and orientation to all employees, volunteers, medical and professional staff, contractors, alliances, business associates, and other appropriate third parties, as applicable.
  • Ensures compliance with privacy practices and consistent application of sanctions for failure to comply with privacy policies for all individuals in the organization’s workforce.
  • Initiates, facilitates, and promotes activities to foster information privacy awareness within the organization and related entities.
  • Serves as information privacy consultant to the organization for all departments and appropriate entities.

Required Qualifications

  • Bachelor’s degree in Health Information Administration
  • Certification as an RHIA, required
  • Knowledge of medical reimbursement, billing, coding and compliance regulations
  • Excellent interpersonal communication, critical thinking and problem-solving skills

Preferred Qualifications

  • Minimum of five (5) plus years supervisory experience
  • Exhibit knowledge of hospital accreditation (DHH, DNV, TJC, etc.) and other certification standards, as well as federal (CMS), state and local laws and regulations.
  • Exhibit knowledge of Medicare Prospective Payment Systems

Education Qualifications

  • Bachelor’s degree in Health Information Administration, required
  • Certification as an RHIA, required
