Responsible for directing and coordinating the release of protected health information for the School of Medicine and the Danforth Campus. Advocate for patient confidentiality and a patient’s right of access to protected health information. Serves in a substitutive capacity for HIPAA Privacy Office functions.

Job Description

Primary Duties & Responsibilities

  • Directs the release of protected health information in accordance with government regulations and University policies. Safeguards and protects our patient’s right to privacy and right to access protected health information.
  • Creates, revises and enforces release of information policies to ensure compliance with regulations and to promote a patient’s right of access to protected health information.
  • Recruits, hires and develops competent release of information coordinators. Conducts employee performance evaluations and provides education, coaching and performance management as needed.
  • Expands and maintains a patient centric release of information website and endorses the use of technology to support a patient’s ability to conveniently access protected health information.
  • Develops expertise of our hybrid medical record system and understands complexity of record types and locations of various types of protected health information.
  • Manages the functionality of the Release of Information module contained within Epic.
  • Appears as necessary for subpoenas and depositions.
  • Manages the relationship and coordination of services with our contracted health information release services.
  • Serves as the main point of contact with our contractor for assistance and coordination of services.
  • Provides support and direction for on-site contracted workforce members.
  • Ensures adequate coverage for receiving, processing, and completing requests for protected health information.
  • Monitors monthly statistics to ensure adherence to service level agreements, HIPAA compliance and resource consumption.
  • Coordinates the processing of requests for release of protected health information created in the course of clinical research.
  • Interacts with the research team to determine if any restrictions on the release of the requested information exists and to identify which documents are specific to the study.
  • Develops instructions on processing the request and ensures releases are completed within the HIPAA mandated time frame.
  • Provides education, auditing and monitoring of clinical/business areas who independently process the release of protected health information to ensure compliance with regulations, policies and a patient’s right of access.
  • Performs other functions directly in support of the HIPAA Privacy Office.
  • Ensures all aspects of HIPAA regulations and university policies are communicated and followed.
  • Conducts routine and for-cause privacy compliance audits, including EMR access audits.
  • Delivers initial and ongoing privacy training and orientation to all workforce members.
  • Performs other duties as assigned.

Required Qualifications

  • Associate’s degree in Health Information Management or equivalent experience.
  • REQUIRED LICENSURE/CERTIFICATION/REGISTRATION: Registered Health Information Technician (RHIT) or Registered Health Information Administrator (RHIA). Candidates who are RHIT or RHIA qualified/eligible may also be considered.

  • Bachelor’s degree in health information management.
  • Release of information experience.
  • Effective verbal, written and interpersonal communication skills including the ability to diffuse conflict.
  • Excellent organizational skills and the ability to multitask.
  • Strong working knowledge of health information management, medical terminology, fundamentals of clinical medicine, HIPAA and electronic health records.


Salary Range

$59,300.00 – $92,000.00 / Annually

The salary range reflects base salaries paid for positions in a given job grade across the University. Individual rates within the range will be determined by factors including one’s qualifications and performance, equity with others in the department, market rates for positions within the same grade and department budget.
