Health Information Management Supervisors working in the Merit System work directly with the privacy and release of medical records. They have a responsibility for determining the merit of record release requests, and are responsible for verifying the appropriate information in order to legally share medical information with the persons requesting the information. Incumbents in this position serve as educators to both internal and external individuals as it relates to privacy laws, and must have a strong working knowledge and understanding of the legal issues concerning medical record privacy and release of information. Health Information Management Supervisors assign and distribute work to a support staff, and are expected to review work according to the guidelines in place within the department.

Job Description

  • Ensures the accuracy and validity of requests received.
  • Assists all requestors in proper completion and required signatures in order to obtain needed health information.
  • Determines validity of patient/guardian authorization by comparing signatures against agency information.
  • Evaluates relationships of requestors to patient utilizing knowledge of HIPAA, guardianship and custody laws.
  • Returns incomplete and inaccurate forms and educates the requestor regarding privacy/security and confidentiality laws and guidelines.
  • Coordinates onsite and offsite audits conducted by insurance companies and government agencies.
  • Reviews record requests and releases records to persons or agencies in accordance with State and Federal laws.
  • Logs all record release requests into release of information database in accordance with HIPAA privacy rules according to stablished timelines or timeframes.
  • Logs where records were sent (e.g., facilities) into ROI (release of information database in accordance with HIPAA privacy rules.
  • Prioritizes medical record requests based on their importance in order to fill time sensitive requests (e.g., subpoenas and requests that are faxed from emergency rooms) as soon as possible.
  • Releases medical records to patients, attorneys, courts, doctor’s offices and hospitals in accordance with State and Federal laws and established timelines.
  • Retrieves and prints electronic medical records while complying with minimum necessity guidelines.
  • Supervises staff by assigning and distributing work, directing staff in their job duties, monitoring progress of work, providing feedback and/or training.
  • Analyzes workload of staff by gathering relevant data (e.g., number of projects assigned, size and scope of projects, etc.) in order to make assignments and adjust responsibilities as needed.
  • Assigns and distributes work to staff based upon departmental/division needs, deadlines and qualifications of personnel.

Required Qualifications

  • Knowledge of Health Insurance Portability and Accountability Act (HIPAA) guidelines.
  • Knowledge of legal requirements for record retention, such as freedom of information requests, community right-to-know laws and operational procedures of the organization.
  • Knowledge of medical diagnoses and procedure coding using standard classification systems (e.g., ICD-10-CM, ICD-11, CPT, etc.).
  • Knowledge of medical terminology and vocabulary for accurately describing the human body and associated components, conditions, and processes in a science-based manner.
  • Knowledge of the 21st Century Cures Act.
  • Knowledge of the anatomy and physiology of the human body, with respect to location, structure, appearance, functions, and vital processes of internal organs.
  • Knowledge of the science of managing, securing, and maintaining paper charts and digital forms of medical records, including patients’ data compiled from multiple healthcare providers.

Preferred Qualifications

  • RHIT, RHIA, CCS, CCA, CPC, or any Health Information related certification recognized by AHIMA or AAPC.
  • Supervisory experience.
