Introduction

Responsible to the Horizons Mental Health Center administrator for the operation and supervision of Medical Records, Transcription, Quality Improvement, Risk management, Data Reporting, Health Information Management (HIM), and management of the EMR as it relates to HIM.

Job Description

Responsible for the staff and daily operations of the Medical Records area and staff including Medical Records Technicians, File Clerks, Transcriptionists, and Volunteers.

Supervision of Staff includes: Hire, orient/train, supervise and evaluate employees in the Medical Records area; maintaining job descriptions and personnel procedures/forms, recommend merit increases, promotions, and disciplinary action to Horizons Mental Health Center Administrator.

Assign work and monitor workflow. Monitor the order of supplies and the maintenance of equipment.

Screen and properly utilize volunteers in Medical Records operations.

Encourage employees to supervise in career development and skills acquisition.

Maintains a working knowledge of technical tasks performed by employees supervised to provide coverage or arrange for call-in coverage in their absence.

Process payroll authorization for staff. Monitor accumulated PTO time.

Plan and assist in running clerical monthly staff meetings and weekly staff meetings with Medical Records/Transcription staff.

Serve as consultant to Area Office Director and Secretaries regarding Health Information Management.

Maintain strict confidentiality of all information pertaining to patients and the center; emphasize and monitor this in employees.

Assist Horizons Mental Health Center administrator in developing and implementing policies and procedures relating to Health Information Management, Quality Improvement, and Risk Management.

Communicate via email, memos, meetings, presentations, training activities, or other means regarding changes, reviews, and clarification of policies related to the Medical Records Department and its functions.

Monitor and maintain the security of medical records and the Medical Records offices. Supervise the handling of material (records) of “Confidential” charts.

Coordinate the utilization of “floats” to area offices or reception/business offices when needed.

Assist Office Manager in updating the following personnel items for clinical staff’s personnel files: Clinical licenses, Credentialing/Privileging and Managed Care Applications.

Attend Board of Directors Meetings to report on Risk Management/Quality Improvement activities and to record minutes.

Responsible for overseeing the implementation, operation, and major functions of the Quality Improvement Plan.

Serves on the Quality Improvement Committee and maintains records of Quality Improvement activities.

Coordinates and records minutes of Credentialing Committee and Post Hoc Review meetings.

Conducts research, surveys, problem analyses, and follow-up on quality issues as requested by the QA committee.

Oversees the Utilization Review Process

Monitors the Client Satisfaction Survey distribution and assessment process and provides regular analysis on finding to the Quality Improvement Committee. Available to conduct follow-up of quality or associated issues arising from the Client Satisfaction Survey process.

Provides recommendations and implements modifications to Horizons Mental Health Center Quality Improvement Plan and communicates these with Horizons Mental Health Center staff
Responsible for the development of a systematic process for the identification, assessment, and correction of actual or potential losses and exposures in conjunction with the Administrator and the Clinical Director:

The development and maintenance of a comprehensive incident reporting system. Reviews and evaluates all reports and investigates occurrences that might result in claims.

Develops, maintains, and implements a system for investigation and analysis of reported complaints, incidents, and claims to pinpoint areas requiring management attention and address complaints.

Develops and maintains positive working relationships with Center staff to promote a timely accurate flow of information.

Development of a Risk Management Committee and definition of its purpose develops agendas for meetings, present cases, and subjects for discussion and coordinate committee activities

Process all subpoenas or provide close supervision to the clerk doing so.
Function as the Custodian of Records for Horizons Mental Health Center

Plans, directs, organizes, and manages the activities of the Health Information Management and coding activities according to facility guidelines

Required Qualifications

Computer skills and organizational skills are indispensable

Knowledge via training or experience in the area of quality assurance/improvement, risk management, or utilization review helpful.

Must be goal-oriented with the ability to organize and prioritize work in an effective and efficient manner.

Demonstrated ability to communicate effectively.

RHIT or RHIA certification

Preferred Qualifications

Two years experience in Behavioral Health Care or comparable healthcare setting.

Education Qualifications

Associate Degree in Health Service Administration, Health Information Management or related field, or equivalent work history in office management and supervision.

Completion of a two-year program in Health Information Technology
