Introduction

This is administrative work in which the incumbent serves as director of a multiple-division bureau within a large agency, department, or institution. Work involves formulating, directing, and controlling the operations of a bureau through division directors and other subordinate personnel. Incumbent establishes objectives, standards, and control measures within the context of broad, general policy guidelines for program having significant statewide impact. Incumbent also determines major departmental policy and provides input into other significant agency operations. Contacts outside the immediate agency require tact and diplomacy in discussing important and controversial subject matter. Work is subject to infrequent review by the Executive Director through conferences and reports.

Job Description

Examples of work performed in this classification include, but are not limited to, the following:

Performs all functions and exercises full authority necessary in administering the operations of a multiple-division bureau.

Plans, directs, and coordinates the activities of a bureau through Division Directors and other subordinate personnel.

Formulates policies, rules, and regulations as necessary.

Serves as liaison between the Executive Director and the various divisions of the bureau.

Ensures coordination of activities of the bureau with other bureaus within the agency.

Directs fiscal accounting and budgeting activities.

Approves or recommends budget requests and expenditures.

Gives administrative leadership to all phases of programs within the bureau.

Maintains effective public relations with other state agencies and the public, including interpretation and advocacy of agency policy.

Approves or recommends appointment of personnel as needed.

Performs related or similar duties as required or assigned.

Required Qualifications

EXPERIENCE/EDUCATIONAL REQUIREMENTS:

Education:
A Master’s Degree from an accredited four-year college or university;

AND

Experience:
Seven (7) years in the special experience defined below, three (3) years of which must have included line or functional administrative or advanced technical supervision.

OR

Education:
A Bachelor’s Degree from an accredited four-year college or university
AND


Experience:
Eight (8) years in the special experience defined below, three (3) years of which must have included line or functional administrative or advanced technical supervision.

Special Experience:

Employment must have been in an administrative, professional capacity in an area of work related to the functional responsibility of the bureau in which the position exists. In those bureaus where registered specialists provide the primary source of functional and technical knowledge for planning and accomplishing the mission of the bureau, the incumbent must also be registered and experienced in that profession. Work experience must have included supervising and coordinating a variety of functions.

Preferred Qualifications

Centralized Scheduling Supervisor Qualifications Needed

Individual will manage the daily operations of the scheduling call center including but not limited to demographical and insurance data collections, pre-registration, financial clearance, and payment collections.

The centralized scheduling supervisor would ensure the team maintain compliance with all applicable regulatory requirements. Established and maintains positive business relationships to ensure effective and efficient coordination of services to promote department goals and objectives. Always promotes exceptional patient experiences by demonstrating a high quality and professional level of service and educating staff to achieve exceptional standards.

Qualifications

Experience: experience in a healthcare management/supervisor role, preferably within Patient Scheduling, Revenue Cycle. Individual must have direct experience with centralized scheduling.

Computer/Software: Knowledge of clinical information systems and Microsoft Office required. Experience with EPIC EMR preferred.

Special Knowledge, Skills, and/or Abilities: Excellent communication skills, requiring proficiency in reading, writing and speaking English; as well as exemplary problem solving & analytical skills.

Essential Functions & Accountabilities

  • Closely monitors the performance of team members and provides regular status reports to the Director. Develops and implements action plans, as necessary, to support department goals and objectives and targets for key metrics.
  • Maintains open communication financial and clinical departments and with health departments across the state. Develops strong relationships with program leaders to ensure necessary information is shared to achieve performance excellence and resolve operational barriers.
  • Maintains comprehensive knowledge of regulatory requirements related to MSDH standards and all applicable Patient Access functions and responsibilities and enforces compliance.
  • Implements a standardized approach across programs and health departments to abide by the policies and meet the goals of the organization. Coordinates the development and delivery of staff training in conjunction with program supervisors.
  • Submits tickets and enhancement suggestions to support efficient and accurate demographical and insurance information is captured and documented.
  • Educates team members on system downtime and emergency management procedures to assure continuity of care and service interruption during unanticipated situations.
  • All other duties as assigned, within the scope and range of job responsibilities.

Paid Personal Leave and Sick Leave
