This position manages the medical review and release of information for DKC.  This position is responsible for managing and responding to various medical and health record requests and ensuring that release of records are in accordance with HIPPA guidelines and other internal policies.  This position manages the productivity and quality of work performed by teammates on the team and fosters an environment of service excellence.


Position has full supervisory responsibility for recruitment, hiring, retention, performance development, performance management, teammate relations, salary adjustments, and termination of direct reports.


The following duties and responsibilities generally reflect the expectations of this position but are not intended to be all-inclusive.

  • Manage work of teammates to ensure goals are met within established policies and procedures
  • Manage HIPAA review of requests by ensuring that only authorized individuals have access to the patient’s medical information and that all release of information are in compliance with the request, authorization, DaVita policy and HIPAA statues.
  • Manage preparation and delivery of monthly reports to HIPAA
  • Organize and direct release of information disclosure for patient access and third-party request for PHI
  • Organize and direct government agency Medical Review (ADRs, CERTs, RACs, MICs, etc.)  to ensure appropriate processing of denials, appeals, and medical reviews
  • Organize and direct internal PAS requests for medical records to support reimbursement
  • Partner with IT, Compliance, and Regulatory departments to ensure electronic and paper medical records meet good clinical documentation practices and CMS condition of coverage and condition of participation requirements
  • Collaborate closely with internal ROPS and external support teams
  • Responsible for timely record completion in accordance with internal SLAs, Federal and State requirements, and other regulatory guidelines
  • Assures effective collection, retrieval, analysis and dissemination of information
  • Ensure required HIPAA disclosures are logged
  • Ensure documented policies and procedures, including SOX narratives, are followed
  • Perform SOX control activities as necessary; recommend changes to existing tools, policies, and procedures
  • Manage the preparation and submit SOX monthly reporting
  • Provide consistent, timely communication to team on goals, objectives, and progress
  • Maintain current knowledge of all current and legacy DaVita application releases and changes that may impact the patient medical record
  • Partner with Mergers & Acquisitions and Deal Depot to ensure chain of medical record custody is maintained in accordance with executed agreements
  • Review weekly and monthly key metrics to identify trends or areas of focus; inform Director of variances and trends
  • Develop and maintain Quality Assurance audit measures for Health Information coordinators
  • Manage special projects, as needed
  • Review and maintain department P&Ps and other training documents
  • Maintain up-to-date Designated Record Set/Legal Health Record
  • Maintain awareness of clinical operation initiatives that may impact DRS/LHR
  • Provide guidance to Field to ensure Medical Record P&P compliance
  • Provide guidance to DaVita SBIs related to Release of Information and HIPAA
  • Responsible for departmental P&L, budget, and forecast
  • Maintain confidentiality of all patient, teammate, and company information in accordance with HIPAA regulations and DaVita policies
  • Maintain current knowledge of all Federal and State laws, regulations, and changes that may impact the Health Information Management department
  • Manage preparation and delivery of Monthly Management Reports
  • Comply with all regulatory and HIPAA policies

Teammate Management

  • Provide leadership to direct reports
    • Help overcome any organizational obstacles encountered during projects
    • Coach and mentor to help develop and grow leadership skills
  • Provide work direction for department teammates
    • Determine staffing plans that promote the most effective use of all teammates; ensure coverage during teammate absences
    • Promote consistent workflow and processes to assure consistency of procedures
    • Manage teammate workloads to facilitate and enable teammate success and growth
    • Ensure up-to-date individual teammate performance plans, quarterly snapshots, ratings and rankings; establish short- and long-term goals for individuals
  • Manage all teammate employment activity such as hiring, promoting, job performance, evaluations, and disciplinary actions with appropriate approvals as required
  • Address teammate relations issues appropriately and escalate as necessary
    • Know, understand, implement, follow, and communicate to teammates all DaVita employment policies and procedures, awards, and other opportunities within company and foster a positive work environment
      • Ensure all DaVita employment processes are completed timely and in compliance with DaVita policy and any applicable laws including but not limited to ePCNs, Performance Development Reviews, teammate personnel file maintained, etc.
    • Facilitate teammate development (PDRs, coaching, mentoring, DaVita training, outside training); collaborate with direct reports to create professional development goals.
    • Maintain familiarity with and communicate to teammates DaVita programs impacting teammates (including but not limited to: Special Place, We Are Here, Tuition Reimbursement, Foundations, etc.)
  • Know and understand basic wage and hour laws, federal, state and local laws and regulations, Medicare, and legislation affecting employment
    • Review and approve time cards of hourly direct reports for bi-weekly payroll
    • Track overtime, attendance, and PTO
  • Develop and conduct educational programs to keep teammates up-to-date on DaVita policies, new laws and regulations impacting work, and other information necessary to maintain teammates’ knowledge of department processes and goals
  • Know, understand, follow, and implement DaVita safety and security policies and procedures


Education, licenses, certifications, and experience required to fulfill the essential duties, include computer skills as required.

  • Bachelors Degree and credentialing as a RHIA or RHIT required
  • 5 Years of experience in a healthcare setting required
  • 1 year in a Renal dialysis setting preferred
  • 3 years previous supervisory experience required
  • Advanced computer skills and proficiency in MS Excel and PowerPoint required; intermediate proficiency in MS Word and Outlook required
