Neighborhood Health is a non-profit Federally Qualified Health Center (FQHC) in Northern Virginia that provides primary medical, dental, and behavioral health care to more than 21,000 patients annually. Job Description

DUTIES/ RESPONSIBILITIES: (Essential Functions: Duties and responsibilities noted with bullets are considered to be the essential functions of the job).

• Oversees all financial activities of the organization with an annual budget of $21 million including accounting, budgeting, forecasting, cash flow management, financial reporting, preparation of cost reports and regulatory filings, and billings and collections
• Supervises Finance Department functions including Accounts Receivable, Accounts Payable, General Accounting, Purchasing, and Payroll
• Recruits develop and manage accounting and finance staff
• Ensures compliance with generally accepted accounting procedures, legal and regulatory requirements (e.g., HRSA requirements that apply to FQHCs), and local, state, and federal requirements.
• Develops and upholds effective internal controls to safeguard assets and reliability of financial statements
• Oversees federal, state, local and foundation grants and contracts
• Develops, reviews, and recommends updates to the organization’s financial policies and procedures and assures their implementation
• Responsible for all financial reporting functions
• Supervises the preparation of financial regulatory reports including FSR, UDS, Medicare, and Medicaid Cost Reports, and IRS Form 990
• Oversees efforts to maximize third-party reimbursement in collaboration with the Director of Operations and Central Billing Office (CBO)
• Manages third party insurance payer contracts
• Attends Board of Directors and Finance Committee meetings and develops and presents monthly analyses and reports for Board
• Develops organization-wide, grant, and department budgets monitor adherence to budget and provide analysis and feedback to management
• Oversees corporate tax filings, audits, and reports and ensures the timely submission of all filings
• Maintains banking, audit firm, and related third-party relationships
• Evaluates and oversees all organizational insurance policies, and ensure the ongoing maintenance of all policies including general liability, property, malpractice, directors, and officers
• Participates in Executive Leadership Team meetings and activities and works with other departments to achieve financial goals
• Supports the Human Resources Department in the evaluation of organizational benefit plans
• Conducts financial analysis and assists with financial planning to identify opportunities for improving financial performance
• Performs other duties as assigned by the Executive Director

Required Qualifications

Master’s degree in business administration/management, accounting, or finance
• Five+ years’ experience as a CFO or senior financial manager.
• Federally Qualified Health Center experience is strongly preferred
• Health care experience strongly preferred
• CPA credential preferred
• Excellent oral and written communication skills with the ability to interact with and present financial information to multiple stakeholders and audiences
• Demonstrated ability to supervise/manage the team
